NOTICE OF AVAILABILITY FOR

ENVIRONMENTAL ASSESSMENT

The Humboldt County Department of Public Works, Division of Aviation, is providing this Notice of Availability for an Environmental Assessment (EA) to address the potential environmental effects associated with proposed master plan improvements at Murray Field Airport. The EA was developed pursuant to the National Environmental Policy Act of 1969 (NEPA).

PROJECT TITLE: Environmental Assessment, Murray Field Airport Master Plan Update

PROJECT DESCRIPTION: The County is updating the Master Plan for Murray Field Airport. Airport master plans are planning documents that analyze historical and forecasted airport activity, assess facility design, and present concepts for possible future facility enhancements. The EA focuses on the potential effects of the reasonably foreseeable near-term projects (2008 to 2012) as identified in the master plan. Such projects include the construction of a wildlife exclusion fence, replacement of the lighting system, improvement of navigational aids, and the construction of ten hangars.

PURPOSE OF NOTICE: The purpose of this notice is to inform the public that the EA will be available for public review and comment. The document will be available for review at the following five locations:

Murray Field Airport, intersection of Hwy 101 and Airport Road, just north of Eureka. The document will be available in the pilot's lounge at the Northern Air office. (Office Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m.)

Arcata-Eureka Airport Terminal, 3561 Boeing Avenue, McKinleyville. The EA will be available for review in the airport management office. (Office Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m.)

On Thursday, June 5, 2008 at 6:00 p.m., or as soon thereafter as the matter can be heard, the Humboldt County Planning Commission will hold public hearings in the Board of Supervisors' Chamber, Humboldt County Courthouse, Eureka, California, to consider the matters listed below. 1. A Coastal Development Permit application; Case No. CDP-07-45 (filed 1/23/08); HUMBOLDT COUNTY DEPARTMENT OF PUBLIC WORKS, applicant; File Nos. APN 506-331-18, 506-341-05, 508-021-08, 508-211-55, 510-372-05, 510-271-79, 510-271-77, 511-011-16, 511-011-17, 511-011-15, 511-061-01, 511-351-01, 511-341-01, 511-331-02, 511-331-01, 511-301-18, State Highway 101 right of way, County of Humboldt right of way; McKinleyville area. The project involves amenities including signs, kiosks, benches, bike racks and doggie pots to be installed along the Hammond Coastal Trail. In addition, minor restoration work (restoring chipped paint, repairing rotten wood, cleaning) will be performed on the "Welcome to McKinleyville" sign located at the Vista Point near Highway 101 adjacent to the trail. The purpose of the project is to convey directional, regulatory and interpretive information to the public; provide accommodations for recreational users; support cleanup of dog waste; and restore an existing sign. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE McKINLEYVILLE AREA ALONG THE HAMMOND COASTAL TRAIL BETWEEN MAD RIVER ROAD AND CLAM BEACH. NOTE: This project is located within the Coastal Zone.

2. An Extension for a Coastal Development Permit & Special Permit application; Case Nos. CDP-06-24X (filed 3/4/08) & SP-06-27X; RICHARD FREEMAN, applicant; File No. APN 111-171-19; Shelter Cove area. A two-year extension of a Coastal Development Permit and Special Permit originally approved by the Planning Commission on April 19, 2007. The original project was for the construction of a four bedroom single family residence (approximately 2,386 square feet in size) and an attached two-car garage (approximately 472 square feet in size). A covered porch (approximately 55 square feet in size) and approximately 350 square feet of decking is also proposed. The maximum height of the structure will be 35 feet. No trees are proposed to be removed and the project is expected to involve minimal grading (less than 50 cubic yards). The parcel is served by community water and sewer. A Special Permit is required for Design Review. No changes to the original project are proposed. If approved, the extension will expire on May 23, 2010. 3. A Modification to a Coastal Development Permit & a Conditional Use Permit & Special Permit application; Case Nos. CDP-01-02M (filed 12/31/07), CUP-02-12 & SP-07-35; MICHAEL RICHARDSON, applicant; File No. APN 514-032-08; Westhaven area. A Modification to the following project: The project involves the demolition of the existing single family residence (800 square feet in size), and the construction of a new residence (1,200 square feet in size) and a detached garage (approximately 280 square feet in size). The new residence will be approximately 25 feet in height and it will have two bedrooms. A Special Permit is also requested for major vegetation removal. Approximately twenty-five (25) Redwood trees (all over 12 inches in diameter at breast height (dbh)) are proposed to be removed. All of the trees are within areas proposed for development or within 30 feet of proposed development. A Conditional Use Permit is also required for wetland restoration. The parcel is served by community water and an individual sewage disposal system. The Modification involves increasing the size of the proposed residence from 1,200 square feet to 1,990 square feet. Also increasing the size of the garage from 280 square feet to 768 square feet. A Special Permit is also requested to allow the applicant to live at the site in an RV during construction of the residence. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE WESTHAVEN AREA, ON THE PROPERTY KNOWN AS 824 SOUTH WESTHAVEN DRIVE. NOTE: This project is located within the Coastal Zone.

4. An Extension for a Coastal Development Permit & Special Permit application; Case Nos. CDP-06-23X (filed 3/4/08) & SP-06-26X; RICHARD FREEMAN, applicant; File No. APN 111-171-18; Shelter Cove area. A two-year extension of a Coastal Development Permit and Special Permit originally approved by the Planning Commission on April 19, 2007. The original project was for the construction of a single family residence (approximately 3,003 square feet in size) and an attached three-car garage (approximately 572 square feet in size). A covered porch (approximately 64 square feet in size) and approximately 410 square feet of decking is also proposed. The maximum height of the structure will be approximately 26 feet. No trees are proposed to be removed and the project is expected to involve minimal grading (less than 50 cubic yards). The parcel is served by community water and sewer. A Special Permit is required for Design Review. No changes to the original project are proposed. If approved, the extension will expire on May 23, 2010. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE SHELTER COVE AREA, ON THE PROPERTY KNOWN AS 26 NEPTUNE DRIVE. NOTE: This project is located within the Coastal Zone.

5. An Extension for a Parcel Map Subdivision & Special Permit application; Case Nos. PMS-05-04X & SP-05-58X; TRACY RICE, applicant; File No. APN 304-051-02; Elk River area. A two-year extension of a Parcel Map Subdivision and Special Permit originally approved March 2, 2006. The project consisted of the subdivision of an approximate 27.5 acre parcel to result in one parcel of approximately 5.5 acres and a Remainder parcel of approximately 22 acres. Both parcels will be served by on-site water and sewer. Proposed Parcel 1 is currently developed with a single family residence, barn and shed and is served by on-site water and sewer. An exception is requested to the required right-of-way width of 40 feet to allow a 24 foot right-of-way. An exception is also requested to the County Firesafe Regulations for the width of the road and length dead end road requirements. A Special Permit is required to allow road improvements within the Streamside Management Area of Elk River. No change to the original project is proposed. If approved, the extension will expire on March 14, 2010. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE ELK RIVER AREA, ON THE PROPERTY KNOWN AS 7533 ZANES ROAD. NOTE: The Humboldt County Planning Commission adopted a Mitigated Negative Declaration of Environmental Impact on March 2, 2006.

6. An Extension for a Coastal Development Permit application; Case No. CDP-06-56X (filed 4/2/08); CALTRANS, applicant; File Nos. APN 506-071-19 & 506-171-22 (adjacent to the right-of-way); Manila area. A two-year extension of a Coastal Development Permit that was originally approved by the Planning Commission on April 19, 2007. The original project was for the replacement of an existing failing culvert under State Route 255 (SR 255) also known as New Navy Base Road. Presently, the 18-inch diameter culvert is corroded and seepage under the road has allowed sinkholes to develop in the roadway. The replacement of the culvert will involve the use of a backhoe to trench across SR 255 in order to remove the existing culvert. A new larger, 24-inch diameter culvert will be placed in the trench and headwalls will be constructed at the inlet and outlet of the culvert. No trees are proposed to be removed for this project. Caltrans has submitted a Notice of Exemption for this project stating that the project is exempt from CEQA review. No changes to the original project are proposed. If approved, the extension will expire on May 23, 2010. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE MANILA AREA, RUNNING ACROSS NEW NAVY BASE ROAD (STATE ROUTE 255), APPROXIMATELY 100 FEET NORTH FROM THE INTERSECTION OF YOUNG LANE AND NEW NAVY BASE ROAD, ON THE PROPERTY KNOWN TO BE IN SECTION 35, TOWNSHIP 6, NORTH, RANGE 1 WEST. NOTE: This project is located within the Coastal Zone.

7. A Coastal Development Permit & Special Permit application; Case Nos. CDP-07-44 (filed 3/7/08) & SP-07-41; BLUE LAKE RANCHERIA, applicant; File No. APN 400-041-51; Manila area. A Coastal Development Permit for the demolition of a manufactured home (845 square feet in size) and the placement of a preassembled housing unit (manufactured in 1976) on an engineered foundation. In addition to the unit to be demolished, the approximate 1.39 acre parcel is currently developed with a single family home (approximately 1,152 square feet in size) which will become the secondary residence on the parcel. The proposed unit will be approximately 1,248 square feet with a 24 square foot covered entry. It will become the primary residence on the parcel. A Special Permit is required because the units are more than 30 feet apart and do not share a common driveway and because the secondary dwelling unit exceeds the 1,000 square foot floor area limit for detached accessory buildings. Minimal grading is required and no trees are proposed to be removed. Water and sewer services are provided by the Manila Community Service District. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE MANILA AREA, ON THE PROPERTY KNOWN AS 1866 PARK STREET. NOTE: This project is located within the Coastal Zone.

8. A Modification and Extension for a Conditional Use Permit & Special Permit application; Case Nos. CUP-98-09MXXX & SP-98-67MXXX; CAROLE HURST, applicant; File No. APN 519-231-06; Orick area. A third, two-year extension of a CUP-98-09 and SP-98-67, originally approved by the Board of Supervisors on March 25, 2003. The previous extension included a Modification. The original project was for a three story, forty-three (43) feet in height, craftsman style residence and bed and breakfast inn. The first two floors (10,000 square feet) of the proposed inn were to consist of 15 rooms which would be rented on a nightly or weekly basis, while the third floor (2,000 square feet) would serve as the caretaker's residence. The inn will operate all year round. Meals well be prepared on site for the guests. The Conditional Use Permit will allow the proposed commercial recreation facilities, and the importation of approximately 400 to 500 cubic yards of fill to facilitate drainage on site and to be placed beneath the proposed inn. The Special Permit is necessary to allow the structure to exceed the height limit of the Agricultural General (AG) zone (43 feet where the zone specifies a 35 foot maximum height) and to permit a reduction to the 100-foot wetland buffer setback. Aside from the improvements to the building site (including the driveway, sewage disposal area and trash/recycling collection areas) alterations to the natural vegetation will be minimized, and native plant species will be primarily used for re-vegetation. The property is served by private water and sewer systems. The Modification approved on May 17, 2007 involved downsizing the bed and breakfast from 15 to 11 rooms. Each room will have a maximum occupancy of two (2) guests. The total size of the structure was also reduced from 12,000 square feet to approximately 6,957 square feet. In addition, the Modification replaced the proposed caretaker's residence, originally submitted on the third floor, with guest accommodations. The caretaker's residence is to be designated in an existing residence on the property. No changes to the Modified project are proposed for this third extension. If approved, the extension will expire on March 26, 2010. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE ORICK AREA, ON THE PROPERTY KNOWN AS 123303 US HIGHWAY 101. NOTE: The Humboldt County Board of Supervisors adopted a Mitigated Negative Declaration of Environmental Impact on March 25, 2003. An Addendum was adopted by the Humboldt County Planning Commission on May 17, 2007.

9. A Conditional Use Permit & a Modification and Extension for a Coastal Development Permit application; Case Nos. CUP-07-27 & CDP-07-11MX (filed 3/8/08); JOHNATHON FLYER/LILLI-J RANCH, LLC, applicant; File No. APN 308-221-01; Table Bluff/Loleta area. A one-year extension and Modification to a previously approved Coastal Development Permit which authorized the construction of a four bedroom single family residence (approximately 3,500 square feet in size) on an approximate 160 acre vacant parcel in the Table Bluff area. The project also included construction of an attached four-car garage (approximately 1,200 square feet in size). The parcel is agriculturally zoned and abuts Table Bluff Road along the northeast corner of the property. To provide access to the proposed residence, a twelve (12) foot wide gravel driveway was proposed to be developed from Table Bluff Road. No trees were proposed to be removed. A "Cultural Resources Investigation" of the property was prepared by Amira Ainia and James Roscoe of Roscoe and Associates. Additionally, in an effort to determine whether Siskiyou Checkerbloom and Western Lily are present, a "Rare Plant Botanical Survey" was conducted by Gary S. Lester of Winzler and Kelly. While principally permitted with a Coastal Development Permit, single family residential development is considered "appealable" to the California Coastal Commission when proposed on lands within the "Agricultural Exclusive" (AE) zone. The currently proposed Modification includes: relocation of the driveway, principal residence, septic tank, and leach lines as well as the expansion of the home site (residence (4,650 square feet in size) with an attached garage (1,200 square feet in size) is now proposed). Though no trees are proposed to be removed, the project is now expected to require a total of 600 cubic yards of grading for the improvement of the existing road and creation of the building pads. Water will be provided by connecting to an existing well located near the southwest corner of the parcel. The Modification also involves additional new development including: the construction of "Farm Employee Housing" (1,000 square feet in size) occupied exclusively by person(s) employed in on-site agricultural operations, two (2) greenhouses (3,200 square feet in size) and an agricultural barn (5,000 square feet in size) with horse stables and tack room. A Conditional Use Permit is required for the consideration of the proposed "Farm Employee Housing". Construction of the barn and greenhouses have been determined to be exempt from requiring a Coastal Development Permit per Categorical Exclusion Order E-86-4 which authorizes the construction of agricultural accessory structures not located within 200 feet of a coastal stream or wetland, or within the Coastal Commission's retained or appeal jurisdiction. The Plan of Operation submitted by the applicant describes a number of agroforestry activities which include: planting of Redwood, Eucalyptus, Nobel Fir, and Bishop Pine and Willow. The grazing of cattle, chicken, lamb and goats, as well as development of a commercial crop of blueberries, potatoes, and grain is also planned. One or two full time employees will be responsible for the everyday operations of the ranch. Lia Webb, a staff scientist with Winzler and Kelly, visited the site on January 28, 2008 and reviewed the proposed project Modifications and determined that all new development maintains the minimum setbacks required by the Eel River Area Plan. If the extension and Modification are approved, the Coastal Development Permit will expire on December 21, 2009. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE TABLE BLUFF/LOLETA AREA, ON THE PROPERTY KNOWN AS 2122 TABLE BLUFF ROAD. NOTE: This project is located within the Coastal Zone.

A Zone Reclassification and Minor Subdivision application. The project proposes to subdivide an approximate 71 acres into Parcel 1 and 2 of approximately 20 and 51 acres, respectively. A Final Map Subdivision & Coastal Development Permit application, Case Nos. FMS-07-04 & CDP-07-16 (filed 9/27/07); BO DAY, applicant; File No. APN 508-081-61; McKinleyville area. A Major Subdivision of an approximate 1.5 acre parcel into eight (8) parcels of between 5,280 and 7,500 square feet (net). Phase 1 will consist of Lots 1 through 6 and Phase 2 will consist of Lots 7 and 8. A mobile home and garage will ultimately be removed as part of Phase 2. A Coastal Development Permit will be required. An exception is requested per Section 325-9 of the Subdivision Regulations to allow for a 32 foot road right-of-way width where 40 foot is normally required. The parcels are and will be served by the McKinleyville Community Services District. On Thursday, June 5, 2008 at 6:00 p.m., or as soon thereafter as the matter can be heard, the Humboldt County Planning Commission will hold public hearings in the Board of Supervisors' Chamber, Humboldt County Courthouse, Eureka, California, to consider the matters listed below. It is being recommended that the Planning Commission adopt a Mitigated Negative Declaration (finding of no significant adverse environmental effect) on the indicated project. 2. A Parcel Map Subdivision application, Case No. PMS-04-07; ROBERTA CORAGLIOTTI, applicant; File No. APN 529-181-20; Orleans area. A Minor Subdivision of an approximate 21.8 acre parcel into two (2) parcels. Density averaging will allow for the creation of one parcel of approximately 4.3 acres and one parcel of approximately 17.5 acres in size. Proposed Parcel 1 (4.3 acres) is currently developed with a wine processing building (approximately 2,125 square feet in size) with an on-site sewage disposal system. Proposed Parcel 2 (17.5 acres) is currently developed with a single family residence, a legal, non-conforming mobilehome and on-site sewage disposal systems. The parcels will be accessed from Red Cap Road via Ferris Ranch Road, a 30 foot private road right of way. The right of way width is less than the 40 foot standard and requires an exception per Section 325-9 of the Subdivision Ordinance. 3. A Parcel Map Subdivision, Coastal Development Permit & Special Permit application, Case Nos. PMS-07-14 (formerly FMS-06-05), CDP-06-41 (filed 1/14/08) & SP-06-48; ROBERT RILEY, applicant; File No. APN 400-131-05; Manila area. A Minor Subdivision to divide an approximate 8.5 acre parcel into four (4) parcels ranging in size from 12,131 square feet to 6.5 acres. A Blanket Coastal Development Permit is requested for the subdivision and the subsequent construction of single family residences with attached garages and secondary dwelling units on each of the parcels. The building heights shall not exceed 28 feet for two-story and 35 feet for three-story units, and the gross floor area of the dwellings (exclusive of the garage area) shall not exceed 2,800 square feet. The Blanket Coastal Development Permit is requested to be valid for a period of five years. A Special Permit for Lot Size Modification is also requested to allow for creation of one parcel below the 20,000 square foot minimum parcel size. The project requires grading as required for the development of the access road West Bay Court and minor lot grading for drainage purposes. A Special Permit is also required to allow for major vegetation removal. The applicant also requests an exception to the lot frontage requirement for one lot, which is to be a flag lot, and an exception to the access road width standard. Vegetation bio-infiltration swales are proposed on each proposed parcel to capture drainage from all proposed houses and driveways. The project also proposes a ten (10) foot wide pedestrian access easement through the property. The parcels will be served with water and sewer by the Manila Community Services District. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE MANILA AREA, ON THE PROPERTY KNOWN AS 1521 PENINSULA DRIVE. A Modification to the following project: A Coastal Development Permit to construct a garage built to a maximum of 828 square feet on a parcel that is currently developed with a single family residence (approximately 2,350 square feet in size) and a shed (117 square feet in size). The parcel is served by community water and sewer. Minimal grading is proposed and no trees will be removed. The Modification involves an addition to the single family residence. The addition consists of enlarging the master bedroom. The addition will be approximately 150 square feet. No other changes to the approved project are proposed. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE McKINLEYVILLE AREA, ON THE PROPERTY KNOWN AS 2797 KELLY AVENUE. NOTE: This project is located within the Coastal Zone.

2. A Modification to a Coastal Development Permit application and a Coastal Development Permit & Special Permit application; Case Nos. CDP-07-55 (filed 3/5/08), CDP-80-88M & SP-07-56; DAG AND LIDA JOSANG, applicants; File No. APN 511-401-02; McKinleyville area. A Coastal Development Permit for a secondary dwelling unit. The applicant proposes to construct a second unit built to a maximum of 1,100 square feet and 18 feet in height. The second unit will be detached making it an accessory structure. A Special Permit is required because the secondary dwelling unit is larger than 1,000 square feet and to allow for an accessory structure to go beyond a 15 foot height and 1000 foot floor area limit. The approximate .5 acre lot is developed with a primary residence (2,030 square feet in size) with an attached garage. One (1) Pine tree within 30 feet of the primary residence is proposed to be removed. Water and sewer are provided by the McKinleyville Community Services District. Minimal grading is required. This project also proposes to Modify the floor area restriction imposed for this lot under (CDP-80-88 (Hartman), which limited the parcel to a floor area of 2,256 square feet plus or minus 500 square feet. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE McKINLEYVILLE AREA, ON THE PROPERTY KNOWN AS 2820 FORTUNE STREET. NOTE: This project is located within the Coastal Zone.

3. REVISED A Coastal Development Permit application, Case No. CDP-07-38 (filed 12/26/07); SUZANNE COOK, applicant; File No. APN 510-431-18; McKinleyville area. A Coastal Development Permit for the construction of a single family residence and attached secondary dwelling unit. The primary residence will be two bedrooms and constructed to a maximum of 2,914 square feet. The attached secondary residence will be a studio on the first floor constructed to a maximum of 628 square feet. An attached garage is also proposed and will be constructed to a maximum of 810 square feet. The maximum height of the proposed structure will be 30 feet. There are no trees proposed to be removed and minimal grading is required. Water and sewer services are provided by the McKinleyville Community Services District. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE McKINLEYVILLE AREA, ON THE PROPERTY KNOWN AS 2584 KNOX COVE DRIVE. NOTE: This project is located within the Coastal Zone.

4. REVISED A Local Coastal Program (LCP) Amendment / Zone Reclassification application; Case No. ZR-07-01; RACE INVESTMENTS LLC, applicant; File Nos. APN 017-191-03, 017-201-10, 017-211-14, 403-031-58, 403-031-59 & 403-043-53; Eureka area. The project is a Zone Reclassification of approximately 151 acres within the Coastal and Inland zones into Timberland Production Zone (TPZ) with Flood Hazard, combining zones (TPZ/F ,R). The property is currently split zoned Coastal Commercial Timberland (TC/F,R) and Agriculture Exclusive (AE). The LCP amendment is to change the zoning maps implementing the Humboldt Bay Area Plan (HBAP) to reflect the rezone request. The Timber Management Plan prepared for the project indicates that the property consists of grassland and timberland with the timbered area consisting primarily of second-growth Redwoods with scattered Red Alder, Douglas Fir and Sitka Spruce. Per the Timber Management Plan, the property is timber Site Class II and can meet timber stocking requirements. The proposed Local Coastal Program Amendment and Zone Reclassification will not take effect until adopted by the Board of Supervisors after approval by the California Coastal Commission. THE PROJECT SITE IS LOCATED IN HUMBOLDT COUNTY, IN THE EUREKA AREA, ON THE EAST SIDE OF MITCHELL ROAD, APPROXIMATELY ONE MILE SOUTH FROM THE INTERSECTION OF MYRTLE AVENUE AND MITCHELL ROAD, ON THE PROPERTIES KNOWN AS 3703 MITCHELL ROAD AND THE PROPERTIES KNOWN TO BE IN SECTION 31 TOWNSHIP 05 NORTH RANGE 01 EAST. NOTE: This project is located within the Coastal Zone.
